The garden is situated 8 kilometers southwest of George Town. Access is via Jalan Tun Sutan Cheng Lock. From George Town, take Jalan Sultan Azlan Shah and turn onto Jalan Bukit Jambul. Parking is available on-site for approximately 30 vehicles. The nearest public transport is the Rapid Penang bus route 304, which stops approximately 500 meters from the garden entrance on Jalan Bukit Jambul.

The garden was established in 1989 by the Penang State Government to promote horticultural tourism and conserve local flora. It is situated on a former rubber plantation. The site's ecological context is tropical rainforest fringe, supporting a diverse range of plant life.
