The exterior features white Corinthian columns, gilded atlantes, and numerous statues. The roof is mansard-style, adorned with decorative elements. The interior includes the Great Hall, a ballroom measuring 45 by 17.5 meters, and the Amber Room, a chamber reconstructed with amber panels.

The original structure, known as the Stone Chamber, was built for Catherine I in 1717 by Johann Friedrich Braunstein. It was significantly expanded and redesigned in the Baroque style by Mikhail Zemtsov and later by Andrei Kvasov. The most extensive reconstruction occurred between 1752 and 1756 under Empress Elizabeth, with Francesco Bartolomeo Rastrelli transforming it into the Rococo masterpiece seen today. Its purpose was to serve as a grand imperial summer retreat.
