The garden was established in 1806, originally as the private estate of Duke de Richelieu. It was designed by architect Jean-François Thomas de Thomon. The site was transformed into a public park in the mid-19th century. Ecologically, it represents a managed urban green space, incorporating a variety of temperate deciduous trees and ornamental plants adapted to the Black Sea coastal climate.

A local anecdote suggests that the park's oldest lime tree, located near the fountain, was planted by Duke de Richelieu himself. While unverified, this tree is a focal point for many visitors.
