Access is via Interstate 81 North and I-690 West, exiting onto Destiny USA Drive. The complex offers multiple multi-level parking garages with direct access to various levels of the mall. Public transportation is available via the Centro bus system, with routes 16, 30, and 40 serving the Destiny USA Transit Center located on the west side of the property.

Construction of the original Destiny USA (then Carousel Center) began in 1989 and it opened in 1990. It was developed by The Pyramid Companies. The site was previously undeveloped land. The expansion and rebranding to Destiny USA occurred in phases, with significant additions completed in 2011 and 2012, transforming it into one of the largest shopping centers in the United States.
