The site was originally a private garden belonging to Lala Jallan, a local landlord. It was acquired by the Amritsar Municipal Corporation after his death. The Bagh is most notably known for the Jallianwala Bagh massacre, where British troops under Brigadier-General Reginald Dyer opened fire on a large unarmed gathering of men, women, and children. The current memorial was designed by the architect, Benjamin Polk, and was inaugurated in 1961.
