From Pullman, Washington, the park is approximately a 1-hour and 30-minute drive (about 60 miles or 97 km) southwest via US-195 S and WA-26 W. Parking is available at designated lots near the visitor center and viewpoints. No public transport directly serves the park.

The Palouse River and its falls were shaped by massive glacial outburst floods during the Pleistocene epoch, specifically the Missoula floods. The basalt bedrock dates back millions of years. The park was established to preserve the geological formations and the waterfall.
