Parliament Gardens is a public park located in central Windhoek, situated between the Tintenpalast (Parliament Building) and the Christuskirche on Robert Mugabe Avenue.

Visual Characteristics

The 5-hectare park features a blend of formal European landscaping and indigenous Namibian flora. Key features include well-maintained lawns, mature trees, and a variety of flowering plants such as jacarandas and bougainvillea. The site originally served as an olive plantation and still contains a small olive grove.

Historical & Political Origin

The gardens were laid out in 1932 and were originally known as the Tintenpalast Gardens. Following Namibia’s independence in 1990, the park was renamed Parliament Gardens. It contains several significant post-independence monuments, including bronze statues of national heroes Hosea Kutako, Hendrik Samuel Witbooi, and Theophilus Hamutumbangela, which flank the steps leading to the National Assembly.

Location & Access Logistics

Access is primarily via Robert Mugabe Avenue or Love Street. While historically a popular public retreat for picnics and students, public access has been subject to intermittent closures for bio-rehabilitation since 2017. Current status typically restricts entry to daylight hours with security present on the perimeter.

Infrastructure & Amenities

The grounds include walking paths, public benches, and a bowling green with a thatched-roof clubhouse. The park occasionally hosts "Theatre in the Park" events organized by the College of the Arts. Due to its proximity to government buildings, security is constant, and there are no permanent food vendors on-site, though several cafes are available within walking distance on Independence Avenue.

Best Time to Visit

Photography is optimal in the early morning (07:00–09:00) or late afternoon (16:00–18:00) to capture the light on the surrounding red sandstone buildings. The gardens are particularly notable in spring when the jacaranda trees are in bloom.
