The RIPTA bus route 60 stops within 0.8 kilometers (0.5 miles) of the park on Veterans Memorial Parkway.

The site was formerly industrial land, redeveloped into a public park. The land was reclaimed and landscaped in the early 2000s. Its ecological origin is estuarine, situated on the edge of the Providence River, a tidal estuary.

Activities include walking the promenade, picnicking in designated areas, and observing marine traffic on the river. A small amphitheater hosts occasional public events. Fishing is permitted from designated points along the seawall.
