The land was the subject of a border dispute between the U.S. and Mexico stemming from the Rio Grande's shifting course after a flood in 1864. The Chamizal Convention of 1963 resolved the dispute, with the U.S. ceding approximately 437 acres to Mexico and receiving 71 acres in return. The memorial was established in 1972 to commemorate this agreement and foster binational relations.
