Public transportation is available via the Northwest CT Transit District Route 3 bus, which stops at the intersection of Park Drive and Main Street, a 0.2km walk from the park entrance.

The park was established in 1919 through a donation by the Coe family, who owned the land. The original purpose was to provide a public recreational space for the residents of Torrington.
