The park was established in the early 20th century, with significant development occurring in the 1930s under the Works Progress Administration (WPA). The observation tower was constructed in 1937. The park was designed to provide recreational space and scenic views of the surrounding Missouri River valley. The lake is an artificial impoundment created by the aforementioned dam.

A local anecdote suggests that on exceptionally clear days, one can see as far as the state of Nebraska from the top of the observation tower, though this is unverified. The park's original design included a small zoo, which has since been removed.
