Established in 1992, the sanctuary was initially conceived as a breeding center for the endangered Rothschild's giraffe. Its purpose expanded to include the conservation of other indigenous wildlife and the provision of a safe haven for rescued animals. The area is part of the larger Lake Victoria basin ecosystem.

A unique aspect of the sanctuary is its role in reintroducing locally extinct species. It also houses a population of the rare Sitatunga antelope, which is adapted to wetland environments. A local belief suggests that the spirits of ancient lake guardians reside within the sanctuary's boundaries.
