Opened in 2005, the museum was designed by the architectural firm Hascher Jehle. It was established to house the municipal art collection, which had previously lacked a central venue. By repurposing abandoned road tunnels for its gallery space, the project minimized the need for new subterranean excavation and reduced the building's environmental footprint in the city center.
