Construction of the museum building commenced in 1903 and was completed in 1905. It was designed by the Baltic German architect Wilhelm Neumann, who also served as its first director. The original purpose of the building was to house the Riga City Art Museum and the Riga Art School, making it the first building in the Baltics specifically designed for museum purposes.
