Public transport is available via the Watertown Public Transit Route 3, with a stop located 0.2 kilometers north of the park entrance on 10th Avenue SE.

The park was established in 1958 on land acquired by the City of Watertown through a land donation. The pond is a man-made feature, excavated as part of the park's initial development to serve as a stormwater retention basin and aesthetic element. The surrounding vegetation consists of native prairie grasses and trees planted during the park's establishment.
