The monument features a central obelisk constructed from reinforced concrete. The obelisk stands approximately 25 meters in height. At its apex, a stylized metal sculpture representing an airplane wing is affixed. The base of the monument is a circular concrete platform, measuring 10 meters in diameter. The concrete surfaces are unpainted, displaying their natural gray hue.

The monument is situated at the intersection of Avenida Sarandí and Avenida General Artigas, approximately 2 kilometers south of Rivera's central plaza. Access is via paved roads. On-site parking is available in a designated gravel lot adjacent to the monument, with capacity for approximately 20 vehicles. Public transport routes 1 and 3 stop within 200 meters of the site on Avenida General Artigas.

Construction of the Monumento a la Fuerza Aérea commenced in 1968 and was completed in 1970. It was designed by architect Engineer Carlos Ott and built by the Uruguayan Ministry of Defense. Its purpose is to honor the personnel and achievements of the Uruguayan Air Force.
