Outer Reef Views is located approximately 3 kilometers east of the main settlement on Lib Island. Access is via a unpaved track that branches off the island's primary road, identifiable by a small, weathered signpost. Parking is available on a gravel area adjacent to the track's end. No public transport services this specific location.

The reef system is a result of biological accretion over millennia, forming a barrier reef characteristic of atoll environments. The landform itself is composed of accumulated coral debris and sand. Historically, the area served as a fishing ground for local inhabitants.
