Originally known as the Place du Congo, this site was designated as a public gathering space by the Spanish colonial government in 1780. It served as a marketplace and a place where enslaved and free Black people could gather, trade, and practice their cultural traditions, including music and dance, on Sundays. The area is part of the Mississippi River Delta's alluvial plain, characterized by fertile soil.
