The tower is a slender, hexagonal structure built from light-colored hewn stone in its lower half and white-plastered masonry in its upper section. It features a conical metal roof topped with a weather vane and a traditional clock face with Roman numerals. The design follows the classic Ottoman "sahat-kula" style, combining a solid defensive base with a functional timepiece gallery.

The tower is situated in the heart of the Old Dobrich pedestrian zone, approximately 0.5km north of the Sveti Georgi City Park. Access is strictly pedestrian within the complex. Visitors can park in the public "Blue Zone" lots along 25th September Boulevard or Tsar Boris III Boulevard. From the central administrative square, it is a 5-minute walk.

The original clock tower was constructed in the 18th century (circa 1762) to regulate the working hours of local craftsmen and merchants. It was destroyed in the early 20th century but meticulously reconstructed in the 1970s based on historical photographs and architectural drawings. The tower is built on the stable, flat loess terrain of the South Dobrudzha plateau.
