Public transport options include the IndyGo Bus Route 15, which stops at the intersection of East Washington Street and Rural Street, a 0.3-mile walk from the park entrance.

The park was developed on land formerly occupied by industrial facilities and a landfill. Construction began in the late 1980s and was completed in phases, with the lake and initial landscaping finished by 1994. The project aimed to reclaim industrial land for public recreational use and improve the water quality of the urban waterways.
