The square is situated at the intersection of Danail Popov Boulevard and San Stefano Street. It is a 1.2 km walk south from the Pleven Central Railway Station. Public transport access is provided by trolleybus lines 1, 3, and 7 at the "Obshtina" (Municipality) stop. Dedicated parking lots are available on nearby Tsar Simeon Street and behind the Drama Theatre.

The current layout was finalized in the late 20th century to create a unified pedestrian zone. The central landmark, the St. George the Conqueror Chapel-Mausoleum, was built between 1903 and 1907 by architect Pencho Koychev to commemorate the Russian and Romanian soldiers who died during the Siege of Plevna in 1877.

A local point of interest is the "Water Cascade," which is one of the largest artificial water systems in the Balkans, utilizing a recirculating pump system to mimic the flow of a natural river through the urban concrete.
