Victory Park in Pleven is more commonly and officially known as Skobelev Park (or Skobelev Park-Museum). It is a memorial park of national significance, established on the actual battlefield where the forces of General Mikhail Skobelev fought during the third assault of the Siege of Plevna in 1877.

The park covers a vast, hilly area of approximately 120 hectares, characterized by "Murtvata Dolina" (Dead Valley), so named because of the high number of casualties sustained there. The landscape is a mix of dense forest and manicured memorial alleys. It is dotted with authentic Russian artillery batteries, cannons, and earthwork fortifications. The most dominant visual feature is the Pleven Panorama, a massive truncated cone structure that sits on the highest point of the park.

Historical & Ecological Origin
The park was inaugurated in 1907 on the initiative of the "Tsar Liberator" committee. It serves as a funerary site, containing nine mass graves and an ossuary housing the remains of thousands of Russian and Romanian soldiers. Ecologically, it serves as a major urban forest and "green lung" for the southwestern part of Pleven, featuring diverse deciduous tree species.
