Access is primarily via the Keio Line from Shinjuku Station to Hatsudai Station, which is directly connected to the complex. Alternatively, the Toei Oedo Line serves the nearest station, Nishi-Shinjuku-gochome Station, located a 5-minute walk away. Limited paid parking is available within the complex's underground garage.

Construction of Tokyo Opera City began in 1984 and was completed in 1997. The project was developed by the Tokyo Opera City Cultural Foundation with the aim of creating a new cultural hub for the city. The architectural design was led by Higashi Nihon Architects and Associates.
