The memorial complex consists of a central spire and a circular memorial hall. The spire, known as the "Vigil of the Revived Armenia," is 30 meters high and constructed from reinforced concrete. The memorial hall is a circular structure with a conical roof, also made of reinforced concrete. Inside the hall, a perpetual flame burns in a granite sarcophagus. The exterior is faced with dark basalt stone. The surrounding parkland features a memorial alley with trees planted by dignitaries.

Construction of the memorial began in 1965 and was completed in 1967. The architects were Arthur Tarkhanyan and Sashur Kalashyan, with landscape design by Levon Gevorgyan.
