Ample parking is available in a dedicated lot adjacent to the beach, with fees typically applied. Public bus route 1, the Duval Loop, stops within a 0.5 km (0.3 mile) walk of the beach entrance.

Higgs Beach was developed as a public park in the mid-20th century. The land was historically part of the naval air station and later transferred for public use. Ecologically, it is part of the Florida Keys' coastal environment, characterized by shallow marine waters and a sandy substrate.

Activities include swimming, sunbathing, and picnicking. The pier is suitable for fishing. Kayak and paddleboard rentals are available seasonally. The adjacent White Street Pier offers additional ocean access and viewing opportunities. Snorkeling is possible in the seagrass beds offshore.

For photography, early morning or late afternoon provides optimal lighting conditions. The months of March through May offer the most pleasant weather, with average temperatures ranging from 24°C to 29°C (75°F to 85°F). High tide is generally preferred for swimming and water activities.
