Its exterior is constructed primarily from brick and sandstone, painted in shades of cream and white. Construction of the Sultan Abdul Samad Building began in 1894 and was completed in 1897. It was designed by Arthur Charles Norman and Rudolph William Ely, and built by the Public Works Department.
