The museum was founded by William Thompson Walters and his son, Henry Walters, who bequeathed their extensive art collections and the museum building to the City of Baltimore upon their deaths in 1914 and 1931, respectively. The original building was designed by the architectural firm Parker and Thomas. The museum's purpose was to provide free public access to art and education.
