The park is a multi-decade reclamation project initiated in the 1990s by the Be'er Sheva Municipality and the KKL-JNF to transform a polluted drainage channel into a functional ecosystem. Historically, the area contains the remains of an Ottoman-era railway bridge built in 1915 and the ancient Tel Be'er Sheva, which dates back to the Iron Age.

Pedestrians and cyclists utilize an 8km continuous trail system extending across the park's length. Boating is permitted on the artificial lake, and the 12,000-seat amphitheater hosts large-scale concerts and cultural events. The park contains the site of the Battle of Beersheba (1917), where the Australian 4th Light Horse Brigade conducted a successful cavalry charge against Ottoman forces.
