No public vehicle traffic is permitted on the hill; the nearest parking is located at the Strahov Dormitories or near Malostranské náměstí.

The hill consists of Cretaceous sandstone and marl and was historically used as a quarry for the city's Romanesque and Gothic buildings. The observation tower was built for the Jubilee Exhibition in 1891 by the Czech Tourists Club, designed by engineers František Prášil and Julius Souček. The surrounding parkland was converted from royal vineyards and private gardens into public space during the 19th and 20th centuries.
