Rocky Gap Lake was created in 1972 by the impoundment of Evitts Creek. The dam, constructed by the U.S. Army Corps of Engineers, was part of a flood control and water supply project. The park's land was acquired by the state of Maryland for recreational purposes. Ecologically, the area is part of the Ridge-and-Valley Appalachians, characterized by folded sedimentary rocks and a temperate deciduous forest ecosystem.
