The park was inaugurated on December 24, 2003, by the then-President Olusegun Obasanjo. It was designed by Italian architect Manfredi Nicoletti. The park's creation was part of the city's development plan to provide green spaces for its residents.

The best time of day for photography is in the late afternoon, approximately 4:00 PM to 6:00 PM, when the sunlight is softer. The dry season, from November to March, offers the most pleasant weather for outdoor activities. There are no tide-related considerations for visiting.
