The site features a central avenue lined with cypress trees. At the western end, a flame monument constructed from glass and steel rises approximately 30 meters. The grounds are paved with stone, and the overall design emphasizes open space and clear sightlines towards the Caspian Sea and the city.

Martyrs' Lane is situated on Highland Park, accessible via a steep incline or the funicular railway from Neftchilar Avenue. The funicular station is located near the Baku Boulevard. Driving access is limited; parking is available at the base of Highland Park. Bus routes 5, 6, and 88 stop near the entrance to Highland Park.
Historical & Ecological Origin
The site was established following the events of January 1990, known as Black January, when Soviet troops suppressed protests in Baku. The flame monument was inaugurated in 1998. The land itself is part of the elevated terrain overlooking the Absheron Peninsula.
