The memorial was inaugurated on May 29, 1992, by Queen Elizabeth II. It was designed by architect Michael Sandle. Its purpose is to honor the 7,000 service personnel and civilians who died defending Malta during the Second World War siege from 1940 to 1943. The bell rings daily at noon.
