The gate was constructed in 1885 by the British administration, designed by Colonel J.H. Schinas of the Royal Engineers. Its original purpose was to replace the earlier Porta Marina gate, facilitating improved access and traffic flow between the Grand Harbour and the city of Valletta, particularly for goods and people arriving by sea. It was named in honour of Queen Victoria.
